A document that has to be read in another language is normally rebuilt by hand. Someone copies its wording out, translates it, then reassembles the tables, pin diagrams, timing figures, rules and captions so the result still reads like the original. That rebuild is where the time goes and where the page drifts: a table loses its column, a figure caption lands under the wrong figure, a footnote disappears. For a datasheet or a specification the layout carries as much meaning as the sentences, so a translation that loses the layout has lost the document.
